Kazakhstan Gave 264 Days' Notice, Myanmar Gave Minus Fifty-Four: Three Entry Instruments on One Clock

Kazakhstan's new resolution sets four enforcement dates for an electronic travel authorisation, from 22 days to 264 days after adoption. Myanmar extended visa on arrival for five nationalities and backdated one of the two extensions by 54 days. Belize opened an expanded Mexican border crossing card programme with a wider stay allowance and no start date. The three documents share one measurable property: how much warning a traveller gets.

Executive Summary: Three Documents, One Measurable Difference

Three entry instruments changed inside the same week, and each one carries a date that can be read on a single clock: the gap between the day the rule was announced and the day it starts to bite. [source-1] [source-3] [source-5]

Kazakhstan adopted a government resolution on 10 October 2026 and put it into force on 24 October. The electronic entry authorisation inside that resolution becomes mandatory on 1 July 2027, which is 264 days after adoption, and the border checks that will eventually verify it start in 22 days at one airport and four road crossings. [source-1]

Myanmar announced on 23 October 2026 that it had extended visa on arrival for five nationalities. The extension for Chinese and Indian tourists runs from 30 August 2026, which is 54 days before the announcement. The extension for Japanese, South Korean and Macao tourists runs from 21 October 2026, two days before it. [source-3] [source-4]

Belize announced on 20 October 2026 that it is updating the application process for the Mexican Border Crossing Card ahead of an expanded digital programme that raises the permitted stay from three days to seven. No start date was published, and the ministry states that there is currently no application fee. [source-5]

Days from announcement to enforcement, five instruments

Two of the five rows are negative, which means the document describing the change was published after the change took effect. One row cannot be placed on the axis at all. Only the Kazakh instrument gives notice long enough to plan around, and even there the notice is not uniform across stages. [source-1] [source-3] [source-5]

1. What the Kazakhstan Resolution Actually Contains

The Kazakh resolution was adopted on 10 October 2026 and comes into force on 24 October 2026. Its main innovation is an electronic entry authorisation for nationals of more than fifty countries, including the United States, the United Kingdom, Germany, France, Turkey, India, Iran and the Eurasian Economic Union states, along with other countries whose citizens already enter visa-free. [source-1] [source-2]

The requirement is free of charge, must be submitted through a digital platform at least 72 hours before the intended entry date, and remains valid for 180 calendar days. It does not extend the permitted length of stay, which for visa-free nationals is generally 30 days per visit and a maximum of 90 days within any 180-day period. Eurasian Economic Union citizens may stay up to 90 days, subject to the same 180-day ceiling. [source-1]

The rollout is staged, which is the part that matters for anyone booking inside the next eight months. [source-1]

StageDateWhere it appliesDays after adoption
12026-11-01Aktau Airport, plus the Urlyutobe, Aukhatti, Atameken and Nurly Zhol road crossings22
22027-01-01Astana and Almaty airports83
32027-03-01All remaining border crossing points142
42027-07-01Authorisation becomes mandatory; entry may be refused without it264

Until 1 July 2027, the absence of an authorisation is not a ground for refusing entry. Border officers will instead inform visitors of the requirement, which is a softer enforcement posture than the word mandatory suggests. [source-1]

Two administrative details are easy to skip and hard to fix later. Applications are decided by the internal affairs authorities in coordination with the national security agencies, and border officers verify authorisations through the Berkut system. The receiving party must also notify the authorities of a foreign national's arrival within three working days, a duty that falls on the host rather than the visitor. [source-1]

The exemption list matters as much as the requirement, and it is set out in section 6. [source-1]

2. Myanmar Published Two Different Clocks in One Announcement

The Myanmar extension is a single press release describing two extensions with different start dates and different histories. [source-3]

Visa on arrival for Chinese and Indian tourists has been extended for a third year, covering 30 August 2026 to 29 August 2027. Visa on arrival for Japanese, South Korean and Macao tourists has been extended for a second year, covering 21 October 2026 to 20 October 2027. Both runs are 364 days. [source-3]

The notice arithmetic is the part worth pausing on. The announcement is dated 23 October 2026. The Chinese and Indian window opened 54 days earlier, so for that period the scheme was operating before the public document confirming it existed. The Japanese, Korean and Macao window opened two days earlier. [source-3]

That is not an accusation of anything improper. Trial extensions are frequently agreed before they are published, and a retroactive start date is the ordinary way to avoid a gap in cover. The point is narrower: a traveller reading only the announcement date will misjudge how long the arrangement has already been running, and a traveller planning a November arrival has more certainty than the publication calendar implies. [source-3] [source-4]

The two years also do not end together. The Chinese and Indian scheme closes on 29 August 2027 and the Japanese, Korean and Macao scheme closes on 20 October 2027, leaving 52 days in which one set of nationalities has cover and the other does not. [source-3]

3. Belize Is Advertising a Card It Has Not Priced

The Belize announcement is the shortest of the three and the least complete. The Ministry of Immigration states that it is updating the application process for the Mexican Border Crossing Card as part of preparations for an expanded Digital Border Crossing Card programme, and that the expanded programme will allow visits of up to seven days throughout Belize, compared with the previous three-day provision limited to the northern districts. [source-5]

On fees, the ministry is explicit: there is currently no application fee. On requirements, it is explicit in the other direction: a confirmed list of application requirements, together with guidance on the updated application process, will be published shortly. Prospective applicants are told to wait. [source-5]

So the document raises the permitted stay by four days, widens the geography from the northern districts to the whole country, and moves the application into a digital process, while leaving the two facts an applicant most needs, the date and the document list, unstated. [source-5]

For a traveller this is a reason to check the ministry's own channel rather than a third-party summary. For anyone modelling entry rules, it is a reminder that the announcement of a programme and the programme are different artefacts, and only one of them can be booked against. [source-5]

Days written into each instrument

The second chart puts the durations on the same scale, which shows how differently the three documents treat time: a 180-day authorisation validity, a 30-day stay limit with a 90-day ceiling, a seven-day visit allowance and a 364-day trial run. None of those numbers is wrong, and no two of them measure the same thing. [source-1] [source-3] [source-5]

4. Notice Is the Variable That Decides Whether a Rule Is a Rule

Entry rules are usually reported as a binary: a country now requires something, or it does not. The three documents in this batch show that the binary hides the only variable a traveller can act on, which is the amount of warning attached to the change. [source-1] [source-3] [source-5]

The Kazakh instrument is the clearest case because it separates notice from enforcement on purpose. The resolution is in force, the authorisation exists as a legal requirement, and yet entry cannot be refused for lacking one until 1 July 2027. Between 24 October 2026 and that date there is a 250-day period in which the rule is real but unenforced. [source-1]

That gap is not indecision. It is the practical shape of any change that requires new infrastructure at a border, and the staging shows the infrastructure arriving first at one airport and four road crossings, then at the two main airports, then everywhere. The dates 1 November, 1 January, 1 March and 1 July are an installation schedule as much as a legal one. [source-1]

Belize produces a different reading, and the more common one in practice: a change announced with its benefits and without its date. [source-5]

A notice window is also a planning window. Where a ground leg sits between the arrival field and the first night, a fixed-price airport transfer removes the one line item that moves with the airport rather than with the rule. [source-1]

5. The Exemptions Do More Work Than the Requirement

Read the Kazakh exemption list closely and the population affected by the authorisation shrinks. Children under 16 and people aged 65 and over are out. So are holders of valid Kazakh visas, temporary residence permits and permanent residence permits, diplomats and official delegations, transit passengers who remain airside, crew members, and drivers on international freight and passenger routes. [source-1]

For a family travelling with young children, that single paragraph changes the administrative burden of the trip from four applications to two. For a business traveller who already holds a visa, it changes nothing at all. The requirement is real, but it is not universal, and the difference between those two statements is where most summaries go wrong. [source-1]

The host notification duty is the item most likely to be missed, because it does not sit with the traveller. A receiving party inside Kazakhstan must notify the internal affairs authorities within three working days of arrival. A hotel normally handles this; a private stay may not, and the obligation is not the visitor's to discharge. [source-1]

Connectivity is the small practical dependency underneath all of this. An authorisation submitted through a digital platform requires a working connection at the moment of application, and a travel eSIM provisioned before departure removes the dependency on airport wifi for a form that must be filed at least 72 hours ahead. [source-1]

6. Three Limits These Documents Share

None of the three describes how it will be enforced at scale. Kazakhstan names the verification system, Berkut, but not the failure mode when a system is unavailable at a land crossing. Myanmar names an extension but not a port of entry list. Belize names a programme but not its rules. [source-1] [source-3] [source-5]

None of the three states a transition provision for someone already in transit when the rule changes. The Kazakh staging implies one, since checks arrive at different borders on different dates, but an itinerary that crosses two borders in the same week sits in an unstated position. [source-1]

And none of the three can be compared with the others on a severity scale. A 264-day notice and a -54-day notice are the same kind of number measuring different policies, and a seven-day stay allowance is not a shorter version of a 30-day one. The only legitimate comparison in this batch is the one the table makes, which is time, and even that comparison describes process rather than risk. [source-1] [source-3] [source-5]

7. How to Read an Entry Notice in Four Questions

The practical use of this batch is a reading order that works on any entry document. [source-1]

When does it bite, not when was it signed. The Kazakh mandatory date is 264 days after adoption; the first border check is 22 days after it. Both are enforcement dates and only one of them matters to a traveller arriving in December. [source-1]

Is the start date behind the publication date. Myanmar's -54 and -2 are the ordinary shape of a trial extension, and they mean the arrangement is more established than the announcement implies. [source-3]

What is the stay limit, as distinct from the validity. A 180-day authorisation does not permit a 180-day stay; the stay is 30 days per visit against a 90-day ceiling in any 180-day period. [source-1]

Who is exempt. The 16 and 65 thresholds, the visa and permit holders, the airside transit passengers and the crew exemptions remove a large share of travellers from the requirement entirely, and no summary that omits them is usable. [source-1]

Two smaller habits follow. Check the ministry's own channel before a third-party summary, because Belize published a programme without a date and the date will appear there first. And where a stay is being extended, as in the Belize card's move from three days to seven, plan the first nights around a fixed arrival, since a luggage storage point booked in advance covers the gap between an early flight and a late check-in. [source-5]

8. What the Three Documents Add Up To

Three countries, three instruments, and one shared property that almost no coverage of entry rules reports: the interval between the announcement and the bite. [source-1] [source-3] [source-5]

Kazakhstan gives 264 days and stages the infrastructure across four dates. Myanmar gives -54 and -2 days, which is another way of saying the confirmation arrived after the fact. Belize gives no date at all. [source-1] [source-3] [source-5]

The instrument that deserves most attention is not the strictest one. It is the one whose dates a traveller can put in a calendar, and on that test the Kazakh resolution is the only document here that can be planned against, even though it is also the one that eventually refuses entry. [source-1]

The discipline for a reader is to keep the date attached to the rule. A requirement without its enforcement date, an extension without its start, and a stay allowance without its ceiling are three ways of publishing a change that cannot be acted on. These three documents publish enough between them to make the pattern visible, which is the reason to read them together rather than one at a time. [source-1] [source-3] [source-5]
